The Public – Private Partnership (P3) development model provides a long-term performance-based contract to procure public infrastructure where the private sector assumes a portion of financial and construction risks while ensuring infrastructure performance. Project proponents have a contractual responsibility during design, construction and operations phases to meet and report on specific building performance metrics. As such, planning for P3 projects must reflect a life-cycle costing approach to ensure compliance with performance requirements. The Kelowna Vernon Hospital Project included extensive upgrades at KGH and VJH to enhance patient care, improve patient outcomes, and achieve efficiencies. New Patient Care Towers were constructed at Kelowna General and Vernon Jubilee Hospitals, and a University of B.C. Clinical facility at Kelowna General Hospital. All three buildings are LEED Gold Certified and met stringent design and operational targets for energy performance. This complex project includes a whole-site facility management model with multiple buildings and that fall under two regional health organizations. The private partner took over responsibility for maintaining existing facilities as well as three new facilities. The integrated plant maintenance, consistent standards and single help desk will ensure the facilities management services are at the leading edge of efficiency.

  • LEED in the P3 structure: how certification requirements align with the requirements of a P3 contract
  • Performance Metrics: both payment and penalties are assessed based on the performance of a project and, in the case of Kelowna-Vernon Hospital, meeting LEED requirements
  • Highlighting the benefits of M&V, Commissioning, and Energy Performance Management in a P3 as well as for LEED certification
  • Collaborative process in the P3: the opportunity for high-performance design through multiple stakeholder involvement and a life-cycle cost based approach
